Christians: Where would I get a permit to open-air preach ?

He has a permit to annoy people forced to wait in line due to a lack of staff at a goverment office? That's outrageous. The people in line should complain about a public nuisance like that, and I think it contravenes the separation of church and state thingy. UGH.
