As man utd will be playing Champions league football next year and the winner of the Carling cup gets UEFA cup?

Football.. Does this mean that spurs are garanteed Uefa cup football as they will be at LEAST runners uo in the Carling cup??? I thiought this was the case but a spurs fan in the pub reckons it goes to the next league position rather than the league cup runners up......... Not that it really matters as spurs will beat UTD and Get UEFA cup football
