Letter of Decision from unemployment? Shouldn't I have gotten one?

I was laid off from my job in September of 2009 and filed for unemployment the same month. I have received 2 payments of my weekly amount ($404 a week), easily. Things started getting tricky though when I finally collected my severance...I got a Letter of Decision in the mail that stated I could not be paid for 1.8 weeks because of it. Which makes sense and I'm fine with. During the 1.8 weeks of unpaid UI, i also cashed in my 401k (stupid, I know). Now this is the really tricky part! I reported to cubline the week I recieved my 401k check. I called the customer service like cubline told me to...and she mailed out a form I had to fill out with a copy of my 401 check stub. So I did, and mailed it back. I mailed it back in the middle of Novemeber and reported my 401k for the last week of October. So it is December 9th now, and I haven't gotten ANYTHING. I was expecting another Letter of Decision, just like I did with my severance, that should say I am ineligable for UI benefits for 3 weeks (which is what it would be). But no, nothing. I called last week and they said they were going to make a decision on Friday, December 4th. But no, still nothing. Today I registered myself on coworkforce.com to review my claim and it says "pending approval". But it has been 6 weeks since I have gotten paid for anything! I believe they owe me at least 1 week at this point (severance was 1.8 weeks and 401 should be 3 weeks= 4.8 unpaid weeks). I am so confused and cannot even get on hold to talk to someone. Am I waiting for a Letter of Decision? are they going to pay me the 1 week they owe me? Or will they just add it in when I do my cubline next (which would be this coming sunday)? grr. I wanna cry lol. I am in CO btw.
