How can you expect an institution with a monopoly on the initiation of force(the Government) to not become...?

By a monopoly on the initiation of force, I mean it's the only institution that can attack/force anyone in a geographical area to do what it says. You can defend yourself, but you can't attack anyone, and you certainly can't tax someone.
